REF Manager's report

The 2014 REF was managed by the REF team, based at HEFCE and working on behalf of the four UK funding bodies. The REF manager’s report:

describes how the REF was developed through a series of consultations and pilot exercises, following the government’s announcement in 2006 about reforming the research assessment and funding framework

provides a detailed account of how the REF team, established in 2010, implemented each phase of the exercise.
Based on the REF team’s experience of managing the exercise the report reflects on what worked well, and recommends potential improvements to the guidelines, procedures and operation of a future exercise.
